Within the delegated authority, the incumbent will be responsible for the following duties:
Responsibility for implementation of the General Food Assistance (GFA) component of the Syrian refugee activity;
Provide advice and support to the Country Office and Sub-Offices to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance;
Lead and provide oversight of the WFP component of the Joint Targeting and Monitoring Exercise with UNHCR;
Assess the transfer modality, value and mechanism and revise/update as necessary;
Engage and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance and support advocacy work, in particular with UNHCR,government partners and cooperating partners;
Work with the Resource Management and Finance units to track and programme funds and grants;
Assisting counterparts, including line Government departments, UN Agencies and Cooperating Partners in both technical as well as operational support such as planning, formulation and implementation of moderately complex food assistance programme to strengthen Government and community ownership and effectiveness of cash and vouchers programmes at country office and sub office level.
Establish coherent partnership and strong interpersonal negotiation with partners, including UN agencies in order to sustain a smooth and durable partnership;
Participate and support coordination activities with UN Agencies and other stakeholders,
Liaise closely with all other relevant sector units involved in the other CBT operations, particularly Finance and Procurement units;
Perform other duties as may be assigned.
Bachelor’s degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, with additional years of related work experience and/or trainings/courses
Has at least two years experience working across the programme portfolio. Experience in assistance to refugees would be an asset.
Has engaged in policy discussions and provided input into policy decisions.
Fluency in the English language as it is the working language of the WFP Country Office. Fluency in the Arabic and Kurdish languages is also required in order to communicate well with government counterparts and beneficiaries.
